Do We Really Need Another Voting Rights Act?

I’m really confused on this proposed Voting Rights Act. For some reason it really seems one sided. The last two presidential elections have voters, at least this one, scratching their heads.

How on God’s Green Earth could Donald Trump beat Hillary Clinton and how could Joe Biden ever beat Donald Trump from a basement in Delaware? Enquiring minds want to know.
