Why Do We Keep Electing the Same People to Public Office??

I doubt there has been any period in recorded history where the electorate has been happy with the president, senate, or house of representatives.

Eighty-six percent of incumbents are returned to office by the voters. Why do we do that when polls every year focus on how high their disapproval rate is?
